Likely Java upgrade

Dear all,

For those not following discussions on https://forum.orekit.org/, Hipparchus is likely to follow Orekit in its Java upgrade (probably 21) in its next major release. Doesn't necessarily mean there won't be any other release in between.

Please share your concerns if any.

The better performance in Java 21 mainly comes from the used JVM.
The Bytecode should be generated to run on a Java 11 JVM (--release 11 in javac)

I think at the moment this will work better on infrastructures like:

Android 14 uses java 17 now, would it be ok then?

Allthough not every feature is supported, I think we can switch to Java 17:
