"stop_simulation" cmd, doesn't stop simulations that were running before the CLI started

Procedure to reproduce with CLI commands:

start_simulation
open a new CLI
stop_simulation

Expected behaviour:

The new CLI would see the running simulation and stop it.

Actual behaviour:

The new CLI doesn't notice that a simulation is already running and answers with: "Simulation is already stopped."
