Logs filled with error about 'User' not having 'server_permissions'

Logs are filled with this:

[ERROR] An issue occured while trying to send out a message.

AttributeError: 'User' object has no attribute 'server_permissions'

Not sure if this will work but you could replace that line with
if (is_owner or message.author.permissions_in(message.channel).manage_channels) and (
This may work but it would only test to see if they have permissions in the specific channel that they send the message in. This may be or not be what you want. This is what first sprung to mind when I saw this issue.
