Steps 10-11: lsa_Organization.VictimServiceProvider = 0 for NoCoC and NotOneHoH, but no other DQ checks #1436

Hi, @MollyMcEvilley !
In review of the various DataQuality checks, it was identified that the condition lsa_Organization.VictimServiceProvider = 0 is only utilized for NoCoC and NotOneHoH.
Do we anticipate this additional condition to be applied to the other Data Quality checks, or is this inherently implied with the note on Record Selection for possible relevant Household IDs on page 22 of the LSA Specifications?
For example, we have logic for NoCoC and 10.4.DQ - Counts of Households with no EnrollmentCoC by Project. The logic is very similar - both count household IDs from hmis_enrollment when the listed conditions are met for an EnrollmentCoC issue, but NoCoC has the addition of the lsa_Organization.VictimServiceProvider = 0 condition.
HDX Flag 1314 is programmed to flag a data error if the difference between NoCoC and ReportRow 905 is greater than 5.
