Phase 2:
Search https://www.whitehouse.gov/omb/memoranda/ or govinfo.gov for the Phase 2 Evidence Act implementation memo. It may be OMB M-19-23 addendum material or a separate memo number. Search for "Phase 2 Evidence Act" or "Foundations for Evidence-Based Policymaking Phase 2."
Phase 3:
Same approach — search for "Phase 3 Evidence Act" or "Foundations for Evidence-Based Policymaking Phase 3."
If these memos exist and are publicly available, create summary files for each in pages/_summaries/ following the same front matter format as the existing M-19-23 and M-20-12 entries.
Also update
Once Phase 2 and Phase 3 entries are added, update the descriptions of M-19-23 (Phase 1) and M-20-12 (Phase 4) to cross-reference the full series so visitors understand the relationship between all four phases.
