Change Login Button at Harvest.data.gov

Remove Login button from Harvest.data.gov and make it a "secret" kind of webpage that we know to go to harvest.data.gov/Login but not other users.
the Login button confuses our agency stakeholders..

i don't like the idea of hiding this. maybe we can rename it to avoid confusion? admin login developer login data.gov sysadmin login?
