Update data.gov compliance diagrams

Review all the diagrams at https://github.com/gsa/datagov-compliance, and update for recent architecture and tool changes. Work with Sue on publishing to SSPP.

This should be ready for review. If accepted the relevant diagrams will be copied into the SSPP document (3 locations, marked via comment).

I've updated the diagrams per the latest comments.
These diagrams have been uploaded to the SSPP document.
I believe if GSA/datagov-compliance#35 (review) can be merged, then this can be marked as resolved.
