> Subject: OFFICIAL COMPLAINT: Lack of Financial Transparency and Institutional Unresponsiveness – Mohammad Nasim Jabarkhail (SEVIS: N0036997951)
> Dear Sir/Madam,
> I am writing to file an official complaint against Mission College (Santa Clara, California) regarding a critical lack of financial transparency, failure to disclose account credits, and unresponsiveness from their International Student Services (IIS) and Business Office.
> Complainant Information:
> * Full Name: Mohammad Nasim Jabarkhail
> * Student ID: G08338034
> * SEVIS ID: N0036997951
> * Email: tiktoknaseem3@gmail.com
> Description of the Issue:
> I am an international student whose student visa to the United States was recently refused. Consequently, I am unable to attend Mission College.
> Prior to my visa interview, a third-party representative allegedly made significant financial payments (including tuition deposits/fees) directly to Mission College on my behalf to secure my enrollment and Form I-20. This representative has since disappeared and severed communication.
> For an extended period, I have made repeated attempts to contact the Mission College International Office and Business Office via email and phone. My objective is simple: to request an official ledger or statement of my student account to verify exactly how much money was deposited under my Student ID, and to initiate a refund of any tuition/deposit balance due to my visa denial.
> The College’s Response:
> The college remained completely unresponsive until I was forced to escalate the matter to the College President. Following this, I received a dismissive response from a staff member (Jouney Patun) on May 16, 2026, stating only that the initial application fee is non-refundable. The college has completely ignored my core inquiry regarding the larger tuition sums and deposits paid into my student ledger by the third party, and they refuse to provide a transparent statement of account.
> Remedy Sought:
> As a prospective international student who has been denied entry to the U.S., I am entitled to financial transparency. I respectfully request your agency’s intervention to compel Mission College to:
> 1. Provide a complete, official financial ledger of Student ID: G08338034, showing all transactions, credits, and payments made.
> 2. Process a full refund of any tuition fees, institutional fees, or deposits paid into my account (excluding the non-refundable application fee), to be returned to me safely.
> I have attached my Passport, Form I-20, and the email correspondence with the college for your review. Thank you for your urgent attention to this matter of consumer protection and institutional accountability.
> Sincerely,
> Mohammad Nasim Jabarkhail
