FreeDeckSerialAPI Can't Identify Windows Serial Port Automatically

The findFreeDeckDeviceWin in utils.py always returns COM14, but sometimes the FreeDeck uses a different COM port! That function should look up the correct COM port and return it instead of always returning COM14.
