Redundant Upvotes

Describe the bug

Preface: I'm not sure if this is a bug or "a feature" ;). My team is in ADAS within Ford

My team was doing a retro and I was able to upvote the same comment multiple times. Maybe what's needed is something like a toggle that can be set by the owner of the board. Like "allow multiple votes" or "distinct votes only". I guess I can see both use cases, but seems like my team needs to be able to see how many DISTINCT teammates have upvoted.

To Reproduce

Steps to reproduce the behavior:

1. Insert a comment
2. Upvote
3. Upvote again

Expected behavior

I assume at least one intended behavior is that I can click the upvote icon, and I can click it again and it will remove my upvote, etc.
