Instructions for adding OpenSpec as Claude Skills

Thanks for implementing the Skill capability. However it's not clear how to set things up, including whether or not it could add this skill to global folder (e.g. ~/.claude/skills/*`) or project.

Would be great to support npx add-skill Fission-AI/OpenSpec.

@PhantomRay These are still experimental at the moment, as part of it we're playing around with the UX of installing the skills etc, there will be some docs added as part of the official release of the skills!
