Add "tool license" field as editable taxonomy with badge display

This will replace the "tool license" list (text) field that R.J. had recently created.

• To add/edit choices for this field, go to Structure > Taxonomy > Tool Licenses > List Terms
• The "name" field (e.g. Creative Commons Attribution 4.0 International License) will appear in the form
• The "description" field (e.g. badge with attribution link) will appear on the tool's page display (at the end of the "Tool Concept" section
• All existing Tools on the site have been updated to use the Creative Commons license
