[Hold PR #84657] [Duplicate Report] Allow bulk duplication

Allow for bulk duplicating reports on the Reports page by selecting multiple, and then duplicating them. Some notes:

• Use the same logic for allowing duplicating a report from the report details page
• If at least one report can't be duplicated, don't show the duplicate report action
• refer to me and @trjExpensify for questions
