Voice theming - audio impaired support

Add to CEM the settings for audio-impaired people and advanced audible settings

• speech speed ( fast, normal, slow )

• monotype- analog in speech( low emotion, same pace,...)

• volume emphasis

• the actor is analog to intent, needs expansion beyond of actions to readable sections.
