Epic — Phase 0: Foundations

Foundational, mostly-pure building blocks. No user-visible UI. Everything downstream (advisor, score, calibration) depends on these.

Notes

• getRemovalRoles fills the one real engine gap (no generic opponent-removal detector today) and feeds BOTH the removal pillar and the vulnerability catalog.
• Scoring config extends the existing tuning.json + /admin/tuning snapshot-guarded pattern.
