Implement campaign search with full-text search

User Story:
As a visitor, I want to search campaigns by keywords so that I can quickly find specific causes.
Acceptance Criteria:

• GET /campaigns?search=clean+water uses PostgreSQL full-text search
• Searches across: title, description, story
• Results ordered by relevance score
• Minimum 3 characters required for search
