Implement featured campaigns curation

User Story:
As an admin, I want to curate featured campaigns so that the landing page highlights quality fundraisers.
Acceptance Criteria:

• POST /admin/campaigns/:id/feature marks campaign as featured
• GET /campaigns/featured returns up to 6 featured campaigns
• Featured flag stored on campaign model
• Max 6 featured campaigns enforced
