how to use this one

i try to install it in my iPhone but i couldn't understand  the way of install.
i download the jtool in my mac and then i copy to my iPhone  ,tar -xvf it.
when i try to ./jtool,something wrong like this:
-sh: ./jtool: cannot execute binary file: Operation not permitted
i had chmod 777 but it still doesn't work
i couldn't find how to use this one ,could you tell how to do
