Update onboarding to use RAS APIs #4676
Description
How know the state of a Terra user's link with RAS these APIs will be of use:
https://externalcreds.dsde-prod.broadinstitute.org/#/oauth/getLink -- Returns state of the user's link with RAS, expiration timestamp, and linked eRA account.
https://externalcreds.dsde-prod.broadinstitute.org/#/oidc/getProviderPassport -- Returns passport JWT which can be decoded for information about the user's passport and visas
Is this what you currently use?
