Implement changes to support AnVIL Open Access data avalability in AWS ODP.

The AnVIL Open Access data has been approved for inclusion in AWS ODP.  We need to prepare the updates to the Data Browser to support this functionality. 

The Azul team is looking to start testing the mirroring functionality soon.  The need for an Open Access dataset with data files in the AnVIL Terra dev environment currently blocks them.
