Android Beacon wrapper

Create a wrapper for react-native in typescript for the [native Beacon library](https://github.com/airgap-it/beacon-android-sdk). There is a functional [iOS wrapper](https://github.com/Cryptonomic/honeybadger/blob/trunk/ios/BeaconBridge.swift)  this should be based on. The wrapper must provide equivalent functionality.
