A function which checks that the template is filled in correctly

The template Excel contains many of the country-specific parameters. It would probably be good to check that the template is filled in correctly, which might report:

• If the values in each field are correct: e.g. numbers of correct sign, interventions from the set available
• Any values that are required are filled in. (If defaults are used if they're not filled in, then this might want to be reported too.)

The template certainly have some rules and descriptions around the parameter values which would be useful in this case.
