Incomplete XML structure in Flow via RefreshFromOrg

Summary
When using the "Refresh from Org" function in VSCode, the structure is incomplete, leading to malfunctions when deployed.

Steps To Reproduce:
Loading a flow that is to run under a different user via the "Refresh From Org" function
The parameter is missing in XML structure in the source tracking.
However, if you load the flow via the OrgBrowser, the XML structure is complete.

Expected result
The XML structure of the flow should be complete.

Actual result

The parameter FlowRunAsUser was not retrieved.

This could be a version related issue, the flowRunAsUser node was added in API 60 - can you check which API version is set while retrieving the flow metadata through Vlocode.

You should be able to see the API version in the bottom next to the SF username:
