Description

Streaming messages displayed in conversation history even if streaming of agent is disabled

Steps to Reproduce

1. Log in to the web application.
2. Ensure streaming setting of agent is disabled
3. Go to the conversation page.
4. Ask agent to do web search
5. Cannot see streaming / tool-use message -> Normal
6. Refresh the page
7. Streaming / tool-use message are shown -> Bug
