Multiprocessing in extpar_art_to_buffer.py gets stuck if output is not redirected with `&>>`

It looks like the testsuite has problems with the progress bars of the joblib.

Therefore a redirection of exe output in `runcontrol_functions.sh` to `$logfile` is in place.

In case one removes that the parallel jobs remain stuck forever.
