Load scenario data from blob storage

Describe the workflow you want to enable

Since we have copied the existing files to blob storage, we can use that as the source for loading scenarios, before attempting to download from the server. This will remove the requirement to be on the vpn.

Describe your proposed implementation, if applicable

• Upgrade fs-azureblob to the latest version supporting gen2 storage accounts
• Use the esmi storage account as the source of profiles
• Use the esmi storage account as the source of existing scenario data
• Ensure integrity of local scenario list when new scenarios are created but not yet in blob storage

Additional context

This does not yet include writing new scenarios to blob storage, thus we will have to manually keep it synchronized with the server for new scenarios.
