Use Python Version with Windows

At the moment the python version bb_binary will not work with windows because it relies on pycapnp.

There are several issues regarding this problem:

• install on windows capnproto/pycapnp#53
• Upload prebuilt binary wheels for Windows and Mac on PyPI capnproto/pycapnp#60
• Wish: pycapnp lite (without rpc or condition install) on Windows capnproto/pycapnp#76

Current workarounds in the Biorobotics Lab are:

• Use Linux =)
• Use HDF5 with bb_data_utils (@berleon)
• Use Cygwin
• Run your notebooks and analysis on a linux server at the lab/university (@ktugan)

Nonetheless we should watch the development of the windows related pycapnp issues and keep track of other/better workarounds.

Most of the Windows related issues have been fixed in pycapnp.

capnproto/pycapnp#196 is one known problem.
