Not sure if this issue was fixed already. I saw this in the list of bugs in the old Nexus version. It was never responded to.

Soft lock with small salvage pool.
A soft lock will occur if you refute a dispute and fail, if the extra salvage taken away causes there to be too few items to fill the priority pick slots
