Break off Spreadsheet class into its own package

CRI's App\Reports\Spreadsheet class, copied and cleaned up a bit in CAIR's App\Spreadsheet\Spreadsheet class, should be moved into its own package, described as a wrapper for PHPExcel, that multiple Data Center sites can require.
