[NewExperiment]: After publishing the drafted workflow, when we refresh the designer page or switch from the published view to the drafted view, the publish button stays enabled for a few seconds. #8758

Describe the Bug with repro steps
Repro steps:
1.Create a standard Logic app.
2.Create a workflow by using new experiment.
3.Add an HTTP request trigger and a compose action.
4.click on Publish
5.Go to published view and come back to the drafted version
Expected result: after published the drafted workflow and go to published version and come back to the drafted version the Publish button should be disabled
Actual result after published the drafted workflow and go to published version and come back to the drafted version the Publish button stays enabled for few seconds
