[Bug]: error highlighting is not visible for run configuration tag buttons

Describe the bug

What steps will reproduce the issue?

1. Create Java 8 Spring Boot 2.7.8 project (via Spring Boot Initializr and without devtool)
2. Load into IntelliJ IDEA
3. Change Spring Service configuration - on Update to use hot-swap
   What is the expected result?
   Update action tag component has error highlighting.
   Actual result:
   Error highlighting is not visible. Error popup is shown on mouse hover.

To Reproduce
