evaluate_crowd_no_overlap function is undefined

Hello, developer! When trying to train your model, I found an undefined function `evaluate_crowd_no_overlap`, I would like you to complement it.

Besides, there is one typo in README:

conda activatre apgcc
```

It should be `activate` instead of `activatre`. Thanks for your time!!
