Migrate from patches to forks on CDEPS, CMEPS, cesm_share #22

We are currently doing the routine January upstream update of OM3. Broader details:
ACCESS-NRI/access-om3-configs#1028

As part of this process, we've decided to stop using patches in building CDEPS, CMEPS, cesm_share but rather use access-nri forks where the patches as needed are applied on top of upstream code (like what is done for CICE, WW3, MOM etc). See discussion:

Summary

CDEPS
has 1 patch. 5 commits with history from @anton-seaice, @micaeljtoliveira and @ezhilsabareesh8.
has 1 new file. Quite a few commits involving @ezhilsabareesh8, @micaeljtoliveira, @aekiss and @anton-seaice.

CMEPS
has no patches. Nothing to do.

cesm_share
has 1 patch. 5 commits. Change radius of the earth -- @anton-seaice and removing openmp directive -- @micaeljtoliveira.

This issue is intended to coordinate/discuss these above changes.

Proposal

Here is a proposal which aimed at keeping the authorship of the people that originally committed the major part of the code changes above (the commits can't be cherry-picked because they are coming from patches and the latest update involves resolving conflicts).

For CDEPS: @ezhilsabareesh8 commits the patch and new file?
For cesm_share: @anton-seaice does the radius of the earth change and @micaeljtoliveira does the openmp one.

This proposal is based on a chat with @dougiesquire where we tried to infer the original "main" authors but the providence isn't always obvious. Interested to hear from @micaeljtoliveira, @aekiss, @ezhilsabareesh8 and @anton-seaice or anyone that contributed to these changes. Happy to do co-authored commits or other approaches yet to be suggested.
