PostOrder should return some status about the order i.e. status after submit

• submitted successfully
• rejected (reason)

@benjyZ according to the SRA spec, the postOrder response already includes a code, a human-readable reason, and more details nested under validationErrors. Here's a screenshot from the SRA spec page:

do relayers follow the spec? what's the "enforcement" mechanism there, i.e. I have the feeling relayers do all kinds of things, but not entirely clear how they follow spec or not. where would I file an issue with a relayer.
